This PR recreates the CUDA runtime bindings based on CUDA toolkit version 13.0.
Why ❔
The bindings based on CUDA toolkit version 12.x used
cudaGetDeviceProperties_v2function which was removed in version 13, insteadcudaGetDevicePropertiesis used.Checklist
